Property tax provisions have been amended to provide additional exceptions to the requirement that an application for a neighborhood enterprise zone (NEZ) certificate be filed before a building permit is issued. Effective October 15, 2004, an owner or developer may apply for an NEZ certificate after a building permit was issued for a rehabilitated facility, if all or part of the facility is a qualified historic building. An owner or developer may also apply for an NEZ certificate after a building permit was issued for the construction of a new facility, if the area in which the new facility is located is designated as a neighborhood enterprise zone by the governing body of the local governmental unit in July 1993 and the new facility was a model home. In addition, an NEZ certificate will remain in effect for 6-12 years, as determined by the governing body of the local governmental unit, rather than for 12 years.
