A taxpayer demonstrated that his real property assessment was excessive for purposes of Massachusetts property taxes because the assessor failed to properly consider the condition of the subject property's dwelling as of the relevant assessment date. The dwelling was unfinished and in the process of an extensive renovation project. The assessor had not inspected the property within six months of the assessment date and had substantially overvalued the building component of the assessment, thereby rendering the overall assessment inaccurate.
